Section 94
Provisions regarding District Coordinating Officer and Staff
(1) There shall be a District Coordinating Officer to act as the Administrative Head of the District Assembly.
(2) The work, duties and powers of the District Coordination Officer shall be as follows:-
(a) Acting as Secretary of District Assembly and District Coordination Committee,
(b) To implement the decision of the district coordination committee, (c) To coordinate between the federal and state government offices in the district and the local level (d) To keep correct accounting records of the financial transactions of the District Assembly, to conduct audits, to conduct unwarranted cancellations and to prepare proposals for unwarranted minahs and submit them to the District Coordinating Committee,
(e) Protecting, maintaining and updating the movable and immovable property of the Zilla Sabha (f) Under the direction of the head of the district coordination committee, call the meeting of the district coordination committee and assembly, minute the decision, verify the decision and carry out the necessary work related to the meeting,
(g) To prepare the purchase plan to be done by the district assembly and to carry out the purchase work (h) To perform other tasks assigned by the District Assembly, District Coordination Committee or the Head of the District Coordination Committee.
(3) The Government of Nepal shall depute any authorized civil service employee to act as District Coordination Officer.
(4) Based on the workload of the District Coordinating Committee, based on the organization and management survey, the proposal for the posts of employees required for permanent work and taken from the service contract shall be prepared.
(5) While preparing the proposal for the appointment of employees in accordance with sub-section (4), the salary, allowance, provident fund deduction amount, contribution-based gratuity or pension, medical treatment, leave etc. The post should be offered only in such a way.
(6) When preparing a proposal for a post according to sub-section (4), the salary, allowances and contribution-based social security required for the service contract will be charged for the service facilities.After analyzing the sources of expenditure, the post should be proposed only in such a way as to ensure such expenditure.
(7) Notwithstanding anything mentioned elsewhere in this section, the District Coordination Committee shall hire drivers, assistants, office assistants, plumbers, electricians and cleaners on the basis of service contracts without filling permanent posts. Apart from that, posts cannot be filled by contract in other positions and services.
(8) The District Coordination Committee shall not be allowed to create temporary posts.
